Of course Delta is difficult to cast, as is Jack in the original, because the character has no personality of his own. No personality...wait...Kristen Stewart could play him! GENIUS!
Joking aside, I love this list, although the ideal Bioshock movie wouldn't follow EITHER game. It would be a prequel to the first game, showing the rise and fall of Rapture and the battle between Andrew Ryan and Frank Fontaine over control of the city. There's plenty of material in the audio diaries to put together a movie about that. That way they're making one about actual characters. Then the post-credit scene can have the guy who plays Fontaine, all silhouetted so you can't tell it's him, picking up a radio and talking to the guy from the beginning of the game. Hearing there's a plane crash and a bathosphere coming down. It'll then play out like him first conversation with Jack Ryan, and the camera will slowly pan around him as he says "I'm Atlas" revealing that it's really Fontaine about to use him. Then cut to black.
It would be easier to cast Jack because he at least has a face and can show emotion, but it would be harder for Subject Delta. Possibly emotion through body language. The movie would never happen because of this. It would go right to Bioshock Infinite for a sequel.
About your prequel idea, it is very interesting and could work for an animated movie of sorts. Though I do not think it would work as a wide release because not everyone is a fan of this game and they would think, "Well.....why should I care about this place and what is going on? It is a cool concept, but there is no connection for me here." Having the first game be the movie and go on the adventure with Jack finding Rapture and going through it's creepy, but beautiful atmosphere and awesome events while finding out what happened to the city through that would make a better experience. The audience feels connected with Jack going through this unknown city PLUS you have the twists towards the end that makes it an even bigger WTF! for everyone and under the right director would make fans shit their pants.
I have yet to play Bioshock 2 but if Delta is faceless, how about Andy Serkis or Doug Jones? Someone who can place more emphasis on movement even when covered in pounds of make-up.
I would love for a proper Bioshock film to be done. If done right, it could make for an amazing horror/mystery film. I was disappointed when Gore Verbinski left the director's chair since I thought he could be perfect.

For some reason Michael Emerson as Ryan just fits perfectly in my mind.

Iron Man 2 was such a let down. LMAO. War Machine was the best part about it and I hope he shows up again later in whatever movie...

Yeah, I think that I would tie Cap with Thor though because they were both great in my opinion.

I actually decided to combine the parts 1 and 2 together so I can just base it out of 7 in total like the books.
